When performing major construction (New or Retrofit), temporary scaffolding is setup to guide all the workers to a common Design/Architecture.
In Organizational Change Management, a Framework may be used like scaffolding to support a Transformation.
A Framework aligns an organization to a common Ways of Working (Operating Model), guiding the individual processes (SIPOC) to achieve Business Agility and enabling Continuous Improvement (Kaizen).
As the Mindsets are embedded and an organization has sufficiently moved the Being Agile needle, the need for a Framework lessens and can be removed. When an organization will reach this cusp is something that needs to be evaluated at regular milestones.
NOTE: A Framework is not a cookie-cutter Operating Model; it must be customized with Organization specific content (e.g. - Values, Principles, Roles, Governance, Process I/O, Tools, Technology, etc.)
